St. Paul,MN (KROC-AM News) - Gov. Mark Dayton has rolled out a plan to assist Minnesotans facing huge premium increases for health insurance plans purchased through MNsure.

State regulators earlier announced the average increases would range from around 50-percent to 67-percent next year.

Dayton is proposing using $313 million from the state's budget surplus, which is currently dedicated to the state’s reserve fund, to provide a 25% health insurance premium rebate to the estimated 123,000 Minnesotans expected to purchase health insurance on the individual market next year who are not eligible for federal tax credit.

In announcing the plan, Gov. Dayton emphasized that it is a draft proposal and subject to further refinement through discussions with state legislators, insurers and other experts.
